8th International Scientific Conference on Water

20-21 March 2025, Szarvas, Hungary

Keynote Speakers

Reinhard Nolz: Agricultural water management research from the lysimeter scale to the field scale

Reinhard Nolz, Priv.-Doz. Dipl.-Ing. Dr., is a Privatdozent at the BOKU University in Vienna, Austria. He is affiliated with the Institute of Soil Physics and Rural Water Management. His research focuses on the optimization of irrigation strategies to increase water productivity in order to secure food production and to use and protect water resources sustainably. His main research areas include agricultural water management with a focus on irrigation and water productivity, soil water monitoring, crop water stress monitoring, crop growth and water balance modelling with a focus on water productivity, lysimetry (technology, data management, determination of water balance components), and environmental soil physics (evaporation, soil hydraulic properties).

Dr. Nolz is actively involved in teaching and coordinating courses and related to water management and engineering. He also participates in various scientific projects aimed at enhancing practical knowledge and interdisciplinary learning. He published his scientific results in top quality journals.

Additionally, he plays a significant role in the Lysimeter Research Group as managing director. This organization dedicated to advancing and promoting cooperation and scientific exchange among lysimeter researchers across Europe.

Tibor Bíró: Improving the water management of the Danube-Tisza Interfluve

Tibor Bíró is a professor at the Ludovika University of Public Service and head of the Institute for Environmental Sustainability. Between 2017 and 2024, he was Dean of the Faculty of Water Sciences at LUPS, formerly Dean and Deputy Rector of Károly Róbert College, and Dean of Szent István University. He is currently the University Project Director of the National Laboratory for Water Science and Water Safety.

He has 30 years of teaching experience as a university lecturer. He has been mainly involved in teaching subjects related to water management and environmental management. He is experienced in teaching almost the whole spectrum of water management, from hydrology, agricultural water management, and water resources management to water quality protection. His research interests include adaptive water management, environmental assessment, water quality management, and remote sensing.

Among others, he is a member of the Committee on Soil, Water Management, and Crop Production of the Hungarian Academy of Sciences. He is also the Vice-President of the Hungarian Hydrological Society and of the Scientific Council of the National Water Directorate General, and Vice-Chairman of the Scientific Council of the Interdepartmental Coordination Committee for Disaster Management.

During his work in the Hungarian scientific and professional committees, he participated in the solution and evaluation of important water management and environmental problems.

Patricia Ann J. Sanchez: Water Resources and Climate Change in the Philippines

Dr. Patricia Ann Jaranilla-Sanchez is a licensed Agricultural Engineer, professor and UP Scientist in the University of the Philippines Los Baños (UPLB), School of Environmental Science and Management (SESAM). She is also the chair of the Interdisciplinary Studies Center for Water (IDSC-Water) in UPLB. She was awarded as one of the Outstanding Young Scientists by the DOST-National Science and Technology in 2019. In 2021, she was selected as one of the new members of National Panel of Technical Experts of the Climate Change Commission and Scientific Steering Committee of Regional Information for Society (RIfS) Core Project of World Climate Research Program.

Dr. Sanchez earned her doctorate degree at the University of Tokyo, Japan in 2011. She is currently doing research work on hydrology, flood and drought risks, climate resiliency, carrying capacity, water resources assessment, environmental and social safeguards, solar radiation management, vulnerability and risk assessments. Most of her local studies are for watersheds in rural uplands, rapidly urbanizing lowlands, coastal areas, and small islands facing water security challenges in the Philippines.

Previously, she was a Research Specialist in the International Center for Water Hazard and Risk Management (ICHARM) working on flood and drought risks. In her previous job as a Research Associate in the University of Tokyo, she was working on basin-scale hydrological modeling of floods and droughts in Asian (Philippines, Japan, Indonesia, Thailand, Malaysia, Pakistan, Mongolia) and African (Niger) basins. This entails incorporating observed, satellite and remote sensing information of both hydrological and meteorological parameters into the distributed hydrological model to quantitatively identify basin-scale impacts of extreme events using both past information, seasonal forecast information as well as future climate projections into the different basins focusing on how these projections can affect current local adaptation measures.
